23 Sep 2011

Dumfries and Galloway Council, as a partner in Neighbourhood Renewal, are inviting tenders to provide public art commission project management for the Summerhill Green Space Art Project. Summerhill is a neighbourhood in North
West Dumfries.

The North West Dumfries Public Art Commission Plan identified green space in Summerhill and the theme “New Perspectives” – Play in the Landscape (Earthworks and Landforms) as the basis to commission the development and procurement of high quality integrated art and design work based on an imaginative vision for community use of their public spaces.

The purposes and aims of this project are:

  • To improve green space in Summerhill for the benefit of residents
  • To encourage more people to use and benefit from the green space
  • To engage local young people and others in artist/community workshops in a process where the community provides the theme(s), the artist takes their theme(s) and researches further before producing ideas and options from which the community will choose their preferred option
  • To deliver a top quality, imaginative, interactive and engaging artwork which will be used by the local community and which reflects the issues, needs and aspirations of local young people particularly their passion to raise awareness of rainforest issues and the impact of those issues on the Summerhill community

Essential criteria:

  • To work as part of a project management team
  • To strive to meet the requirements of the project funders and provide any information necessary for reports
  • To develop the commission brief for the artist and details of the artist selection criteria and process (Brief to be in line with the North West Dumfries Public Art Commission Plan 2009 and to include job description, who they will work with, practical elements/restrictions on artwork, but also to excite the artist)
  • To manage the tender process, shortlisting and interviews, and to commission and oversee the work of the artist to meet the brief, including support for community engagement and 4 community workshops
  • To support the selection of the preferred public art option, and to manage its delivery including any requirement for planning permission, preparation of brief for tender for delivery on site, management of the tender process and commissioning, the actual delivery on site and follow up for snagging after an appropriate period.
  • To deliver the project to completion within the defined timescale and budget
  • To provide all necessary risk assessments for your staff and activities
  • To provide Public Liability Insurance cover for your staff and activities

Providing the above essential criteria are met appointment will be on the basis of submitted tenders and interviews, evaluated against quality and cost.
