Pedestrian Underpass Commission, Runcorn, Wales

Halton Borough Council wish to commission an artist to transform one or more pedestrian underpasses on the Castlefields Estate in Runcorn, Wales. The commission is part of substantial redevelopment work being undertaken by Halton Borough Council and precedes the completion of a Public Art Strategy being developed by Public Art Wales for Castlefields.

This early opportunity for a commission will be offered to an experienced and ambitious artis, who will transform one or more pedestrian underpasses on the Estate. The underpasses provide key pedestrian access around Castlefields, and the commission will require intensive community consultation by way of arts led workshops and conversations with various groups.

All artforms will be considered at this stage, though it is likely that artwork(s) incorporating some form of lighting would be suitable for the interior space. The commission budget is in the region of £23,000 plus community consultation fees.

The selected artist will be required to carry out 10 days of community consultation for which there is a fee of £1,750, and a small materials and subsistence allowance. Following this, the design phase will allow the artist to develop detailed design proposals that will be presented to the Project Steering Group for approval. The fee for the Design Stage is in the region of £5,000.
